Budget and Performance
EIA receives funding for its activities with an annual appropriation from Congress. EIA’s President’s budget request is reviewed by the House and Senate Appropriations Subcommittees on Energy and Water Development.
Our FY 2010 appropriation is approximately $111 million, with a Federal staffing level of 380 people. About half of EIA’s budget is used to pay for Federal staff and the other half for contract support and overhead.
The FY 2010 funding supports on-going operations, with a focus on:
- Providing core data, analyses, and forecasting programs critical to energy markets and policymakers
- Beginning to address energy market behavior and the interrelationship of energy and financial markets
- Improving the coverage and scope of the end-use consumption surveys
- Continuing work to upgrade the aging National Energy Model, which will improve the ability to assess and forecast supply, demand, and technology trends affecting U.S. and world energy markets
- Providing weekly renewable fuels data.

Performance Measures
As a statistical survey organization, EIA has used a variety of measures to assess its performance for many years, including measures to monitor operations of specific surveys and processes. In addition, we use several measures to assess our overall performance, and currently have three measures that we report on annually.
- Customer survey results: We have conducted at least one agency-wide customer satisfaction survey each year since the mid-1990s. The customer survey results provide important insights into how satisfied users are with our information, who our customers are, how our information is used, and areas for future improvements. Our most recent survey, which was fielded in August 2009 on our website, collected over 5,700 responses in two weeks and provided a wealth of customer information. Results are consistent with historical trends--90 percent or more of our customers are satisfied or very satisfied with the quality of EIA information. We plan to conduct another customer survey in 2010.
- Cost savings: As a small agency, we monitor our costs closely and have found ways to limit cost increases for some surveys without compromising their accuracy despite the challenges of rising costs.
- Meeting scheduled release dates: Many users of our information rely on our data and products to be available on schedule. EIA has a consistent record of meeting its targeted release dates on 95 percent of its recurring products.
